Identified
We identified this as being a race condition in our caching system, which makes the apikey blocking permanent. A fix is to be deployed soon.

Investigating
There is a throttling issue with MetaDefender Cloud where, when hitting the limit, the throttling does not unblock after 1 minute for some accounts. Our team is investigating the reason. Sorry for the inconvenience.
